Slane Castle owner Henry Mountcharles has said five consecutive Garth Brooks concerts at Croke Park was "perhaps a bridge too far".
Speaking on RTÉ Radio 1's Today with Seán O'Rourke, he said he found it surprising that the GAA and the promoter of the concerts did not know that licensing for the events was going to pose problems.
He said: "I find it absolutely extraordinary because the licensing process - and it is a process - requires a heavy level of engagement amongst all parties concerned.
"I really do scratch my head as to how it ended up in this place.
"I did consider that five shows back to back to be - to use that rather mangled word - an intensification, perhaps a bridge too far."
He added: "I find it strange, to say the least, that the promoter and the GAA didn't get the heads up that there was going to be a problem."
The National Consumer Agency has advised the 400,000 ticket-holders for Garth Brooks' concerts not to take any immediate action, but to wait and seek clarity from the concert promoter.
Dublin City Council has denied permission for two of the five concerts to go ahead in Croke Park later this month.
There are now doubts about whether the remaining three shows will proceed as planned after the country singer said that, for him, it was "five shows or none at all".
Speaking on Morning Ireland, NCA spokesperson John Shine said the situation was still in a state of flux but he believed there would be more clarity over the next day or two.
He said people are entitled to a refund of their money if they choose not to wait and see if an alternative venue is found.
He said those who had bought tickets privately and not from registered businesses may encounter difficulties.
He also said that hotel and flight bookings are subject to the cancellation policies of the particular service providers.
In a statement released on Thursday, Brooks said that he has faith that Dublin City Council will make the best decision for the people of Ireland and went on to say that to choose which shows to do and not to do, would be like asking him to choose one child over another.
The statement ended with Brooks saying: "However this plays out, Ireland has my heart and always will."
